It's not a photo shop brush or style, its the design you are looking for....which is a flourish.
First you need to start sourcing clip art of flourishes...I have seen these online. Just search "fluorish borders and clip art" some should pop up. You can purchase the rights to the hi-res editable files for just a few dollars.
For teh fonts, i would go to dafont.com and look under their styles for something similar, they have tons of font styles similar to this.
